Project Summary: Fire Station 187
The city of Goodyear (“City”) Arts & Culture Commission and Goodyear Fire Department are seeking to commission an artist or artist team to design, fabricate, and install exterior public art at the newly constructed permanent building for Goodyear Fire Station 187, located at 42960 S. 99th Avenue, Maricopa, AZ 85139. The design will be thoughtfully planned through a stakeholder and public engagement process and will visually represent Goodyear Firefighters and the community they serve.

Project Budget
The total all-inclusive project budget shall not exceed $35,000. This amount must cover all costs associated with the project, including, but not limited to artist fees, design and engineering services, materials and fabrication, transportation, delivery, and travel, installation; insurance, documentation, community outreach and engagement activities, attendance at meetings, permitting, applicable taxes and all contingencies.

Artist Eligibility
This public art project is open to all professional artists residing in the state of Arizona who have completed a minimum of three public art projects with a budget of $15,000 or more; have successfully engaged the public in the design process and have demonstrated experience coordinating and completing an exterior art installation with a project manager. Interested artists should apply only if they are able to complete the project in accordance with the schedule, budget, and ability to engage the public in the process.

Design Considerations
– Theme: The artwork should reflect the values of the Goodyear community and the history of the Goodyear Fire Department. Community and stakeholder engagement is required to help drive the concept.
– Materials: The artwork must be constructed from durable, weather-resistant materials suitable for the Arizona desert climate, including high heat and strong sunlight. Consideration for sustainable and low-maintenance materials is essential.
– Scale and Placement: The artwork should be appropriately scaled to its intended location, ensuring visibility and impact. Possible locations include the station’s entrance, exterior walls, or in the landscaping.
– Safety and Accessibility: The artwork should not impede the operational activities of the fire station and must comply with all safety regulations. Additionally, it should be accessible and engaging to the public, encouraging interaction and welcoming those who visit.
– Lighting: Consideration for integrated lighting or how the artwork will be illuminated at night is encouraged.

Project Requirements
– The artist will work with the City’s Arts & Culture Coordinator and Engineering Project Manager to coordinate with the project’s architect and construction contractor. The artist will be contracted by the construction contractor.
– The artist will lead community outreach and public interactions.
– The artist will be required to attend progress meetings, as necessary.
– The artist will be required to present their concept to City staff, the project team, and Arts & Culture Commission to obtain relevant feedback that may be incorporated into the project.
– The Arts & Culture Commission will approve the final concept.
– The artist is responsible for design development of approved conceptual design, fabrication, delivery, and installation coordination.

Submittal Requirements:
This is a Request for Qualifications (RFQ) to evaluate artist’s relevant experience and past work. Please note, we are not accepting proposals at this time. Interested artists shall submit the following application materials via the online submission form no later than May 31, 2026 by 11:59 p.m.

1. Letter of Interest
Letter of Interest (1-page max.) should state interest in the project and outline prior public art projects or any other experience of similar scope that is relevant to this project. Applicants are encouraged to familiarize themselves with the site location and how their qualifications and past work relate to the project scope of work.

2. Artist’s Experience and Expertise
Artist shall describe artist’s experience to design, fabricate, and install public art. Relevant information shall include, but not be limited to the following:
- Demonstrate excellence of past work. Artist to have completed a minimum of three public art projects with a budget of $15,000 or more.
- Experience/expertise will be evaluated on the artistic merit/creativity of past projects.
- Past experience in working with the public to develop art concept.

3. Proven ability to create artwork that responds to the site
- Electronic Images - Artist/Artist Team may submit 5 digital images of most recent relevant work.
- Each image must feature a single work.
- Include name of artist, title of work, year, media, size, and location of artwork, project budget, image number, project duration and any other relevant information

4. References / Resume
Provide at least three (3) references

5. Professional Training/Education and Achievements
- Professional Resume - Include public art commissions with contact information for project manager or program director and budget size of past projects.
- Submit all training, education, and achievements relevant to this solicitation.
